Wordsmith: "SPEAK WITH" vs "TALK TO"

Since cellphones are the norm these days, one may as well learn the proper to begin addressing the other party in a conversation. (This is important because misuse of these terms finds its way into the written medium more often than not.)

Example: “Good Morning, this is Joe. May I SPEAK WITH Dr. Doom? Who do I have the pleasure of TALKING TO? There is no hard and fast rule on when to use these two terms, just on how to pair them properly. Thus, one either SPEAKS WITH someone, or prefers to TALK TO another person.

Simple, no? Hmmm.
