
I attended a short press conference on the partnership between UNESCO and Intel for the development roadmap of the Philippines - basically it was a lunch session where plans were elaborated in bringing the digital divide to a close. Of course, we've heard this before, but what made the conference interesting was how a speaker brought up the model of how content doesn't get prioritized.
For these kinds of projects, the first thing that is spent on is the delivery method - the software and methodology involved in making whatever it is you want to spread reach as many people as possible.
The second thing you spend on is training the people to make use of these methodologies.
And lastly - my gosh - the actual content itself! This is rather disturbing as content comes in a far third and it was admitted that not a lot of money is put into developing useful content.
More time and focus is spent on a way to deliver something you don't really have much of.
